As such, enforcement of these guidelines should be fair and consistent, holding everyone to the same expectations. While exceptions to the rules can occur, this should not be the norm. Ensuring everyone is held to the same standards and treated equally can reduce risk of selective enforcement issues. Members should not feel that they are being singled out or that problems are being ignored or overlooked.

Working with an HOA management company can be beneficial because community managers are a neutral party when it comes to rule enforcement. The board may feel more comfortable allowing a manager to oversee compliance and handling violation notices. A community manager can also assist the board in creating fair enforcement policies and procedures.

"The HOA board, members, and the community manager should all work together to ensure that rules and expectations are clearly stated, communicated, and enforced to maintain a more peaceable environment and minimize potential violations," says Kuester.
